Andy Marshall Andy Marshall, a combat-wounded Army veteran of the Vietnam War, is currently DAV’s national 2nd junior vice commander and DAV Department of Florida adjutant. He has been a life member of Chapter 4 in Tampa, Fla., since 1975. In Vietnam, Marshall received the Purple Heart with oak leaf cluster for wounds including those sustained by a booby trap, resulting in his medical retirement from the Army. He spent 15 months recovering at Walter Reed and was also awarded the Army Commendation Medal with “V” device and the Bronze Star. Marshall, who retired from DAV as a national service office supervisor in St. Petersburg, was one of DAV’s first national area supervisors and has held multiple leadership positions during his 41 years with the organization, including judge advocate for the Department of Maryland. He was on the DAV Department of Florida’s finance committee before becoming department commander. As supervisor of DAV’s national service office in Bay Pines, Fla., he initiated a case that ultimately resulted in multiple clothing allowances being awarded for amputees and other severely disabled veterans. Marshall served for three years on the Florida Veterans Advisory Committee and was also assigned to the DAV Judicial Appeals Office in Washington, D.C. Marshall is seeking election to higher office. Joseph Parsetich Joseph “Joe” Parsetich is an Air Force combat veteran of the Vietnam War and is currently serving as DAV’s national 3rd junior vice commander. He represented DAV’s National Executive Committee for the 14th District from 2014 to 2016. He has been a chapter service officer since 2009 and is the past DAV Department of Montana commander. He was named Volunteer of the Quarter by the VA in the third quarter of 2010. In 2017, Parsetich was appointed by then-Secretary of Veterans Affairs Dr. David Shulkin to serve on the Veterans Rural Health Advisory Committee, where he continues to serve under Secretary Robert Wilkie. He serves as the mentor coordinator as well as a mentor for the Veterans Treatment Court, and has had many of his veterans graduate the 18-month program and successfully reintegrate into society. In addition to his various duties, he has also served as a DAV volunteer van driver and as a member of the Military Funeral Honor Guard in Great Falls, Mont. Parsetich is seeking election to higher office. Nancy Espinosa Nancy Espinosa is a service-connected disabled veteran of the Army. She is currently the national 4th junior vice commander for DAV. Espinosa joined the Army Reserve in 1975, where she served until joining the regular Army in 1985. After four years on active duty, she joined the New Mexico Army National Guard until her honorable discharge in 1990. Upon leaving military service, Espinosa became a DAV life member. Currently a member of Chapter 14 in Layton, Utah, she is a past department commander for her state and a national Benefits Protection Team leader. She is also an active member of DAV’s Commanders and Adjutants Association and a commissioner on the Utah Legislative Veterans and Military Affairs Commission. Espinosa was awarded the Bonnie Anderson Award for Outstanding Service in 2014 by the DAV Department of Utah. Espinosa is seeking election to higher office.
